In the absence of any mention whatsoever from the Chancellor in his autumn statement of a social care crisis of biblical proportions, it was down to Communities Secretary Sajid Javid to come up with something to make it look like the government was taking the issue seriously. A tall order, and one he was surely capable of rising to. But in the end he obviously thought "Bugger it!
